Joseph Lee is Reader in Law at the University of Manchester, specialising in financial technology regulation, access to finance, and the legal governance of blockchain-based financial infrastructure. His research examines how distributed ledger technology can improve access to capital for SMEs and underserved communities.

Dr Lee has advised the UK Financial Conduct Authority on crypto-asset regulation and contributed to the Law Commission's work on digital assets and smart contracts. His expertise bridges academic legal analysis with practical regulatory design, making him a key contributor to the Council's policy development work.
