Biography

Douglas Arner is Kerry Holdings Professor in Law at the University of Hong Kong and one of the world's most-cited scholars on fintech regulation, financial stability, and digital finance governance. He has worked with the World Bank, IMF, Asian Development Bank, and numerous central banks on digital financial infrastructure.

Professor Arner co-founded the Asian Institute of International Financial Law and has played a pivotal role in shaping regulatory frameworks for fintech across Asia. His research on regulatory sandboxes, digital identity, and CBDC design has influenced policy development in over 30 jurisdictions.
